I got an e-mail saying i had $250 credited to my paypal account with the name and address of the "buyer". I have sold nothing to this person. There is an e-mail address but afraid to respond to it as afraid it's some sort of a scam

What you haven't said is if the funds / activity is showing in your paypal account?

Happens more than you think if someone makes a typo in an email address or mobile number.
Click on the transaction and see if you were charged a fee. If you were then use the refund option to send a part refund (minus the fee element as you won't get that back) back to the sender with a note explaining their error.
If you were not charged a fee then you can issue a full refund.

Kudos / Solution appreciated.
