my order is "stalled" in NYC, overseas shipment,who do i call?

ordered item from China, tracked it to NYC? but it seems to be stuck there in something called a secondary distribution center, its cleared customs {i think} but its been sitting there for the last month....emailed address supplied by Paypal but havn't gotten any replies.....suggestions
