My account was limited 6 months ago for reasons that were never explained to me. I waited the 6 months to access my money, and finally received the email from PayPal telling me I could log in to withdraw it. Of course, since my account is limited, I can’t actually add a debit card or update my address to withdraw my funds! There is one old CashApp card on the account that I DO NOT HAVE ACCESS TO, And it’s linked to an address where I NO LONGER LIVE. I am so frustrated I could cry. I’ve tried so many times to add my new address and debit card, and of course I can’t because of the account limitation. So does that mean the only way they’ll send my money is to a closed bank account and an old address that I can’t even access? Is this not robbery? I did the promised time waiting. I’m done waiting, I need access to my money. I haven’t even done anything wrong! How can I update my payment methods so I can get my money?! This is crucial.

You can normally withdraw via any linked bank account / card already on your permanently limited account. I don't think you can add a funding source to that account.

So your best option is to contact customer services and ask them to link a card for you OR send you a cheque with the balance in the post as per link.

Contact options for Paypal are accessed by clicking help/contact bottom left of Paypal pages...

1. Paypal phones are slowly re-opening and increasing in numbers (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
Or
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
It's: https://www.facebook.com/PayPal and @AskPayPal for Twitter.
