Once the balance is available for withdrawal, you'll receive an email letting you know. Hope you didn't have any money in your account because if so PayPal will be keeping that. They're all about locking up people's money and not giving them access to it.

Do you want to close it as you are advising everyone they won't get any money back when most folks that are perma-limited do receive their funds?
