money sent to receiver is a fraud

Hello,

Few days ago i have done a transaction to a particular person for some online services, after receiving the money the person blocked me on various platforms. I want to report a fraud as the money I paid was through paypal. I want the person's paypal account to be blocked and blacklisted.

Unlikely that will happen, however if you sent the payment using the goods/services option and NOT friends/family then open a dispute for non receipt of item or service?
