legit PayPal mail address

Hi, I was about to do commission work for someone and agreed to get a payment after I finish the work. But he made a payment before even starting the work. Now I got a mail from PayPal about account limitation. But their mail address is a bit suspicious. [removed] Is this a legit PayPal mail address?

Spelled like that, the email address is not legit.

And PayPal Sri Lanka accounts cannot receive payments. For buying online or sending money for goods and services only.

See the PayPal Sri Lanka homepage, no mention of receiving payments, only Buy and Send at the top.
