Welcome to the PayPal Community! We're glad to have you here. This sounds like a loop of frustration. If you account has been limited, you'll want to address that first as those will prevent you from adding and removing financials. You can find your limitation listed in the Resolution Center. If you need assistance getting that resolved, I would advise contacting us directly https://www.paypal.com/smarthelp/contact-us. Once that is wrapped up, you should have no problem removing the card.
