i can not withdraw my money after 180 days

hello, so basically my paypal account was permanently banned when it got banned i had some x amount of money there. after 180 days i recieved an email from paypal that i can withdraw my money but the card that was on my account is no longer exists. so when i tried to add a  new card it declined and mostly it says 
"We're sorry. We're not able to process your request right now. Please try again later." or same thing with "Go to resolution center" <- (useless doesn't work)

anything i can do to get that money back: )?

You can normally withdraw via any linked bank account / card already on your permanently limited account. I don't think you can add a funding source to that account.

So your best option is to contact customer services and ask them to link a card for you.
