If its pending then the seller has not accepted the money yet and so you can't open a dispute.
You would need to wait until the payment has completed. However paypal does not usually offer buyer protection for buyer remorse, only for non receipt of item or item received but not as described, so your best bet is to request a cancellation and refund via the seller?
