how do I fix account limitation / identity check

my account is limited and due to that, I am unable to pay my friend. The problem is  I'm not sure why this is happening as I do not have any notification nor is anything showing in my identity check even after filling in a few of the details it doesn't seem to allow me to continue. other than that I can't seem to find account issues in the resolution centre. how am I supposed to deal with this issue? please help me.

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones when available (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
Or
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
