I bought a product on ebay. but the product did not arrive. and is not tracked. the seller does not answer. I paid with a credit card. the transaction was on the paypal. what to do

You have up to 30 days to open an ebay dispute which is the best thing to do first.

If its after 30 days then open a dispute with paypal for non receipt of item via clicking on the transaction and using the report option bottom of the details page.
