hacked Paypal account

A huge withdrawal was made directly from my Paypal bank account for an ebay purchase--that I did not make. The merchandise was shipped to an address in another state. Paypal claims it came from my ISP so will not reverse it as fraudulent. Ebay has agreed that it was fraudulent and so has my bank who has restored my funds. Paypal says I can appeal but when I follow their directions I don't see any "appeal" button to click on. HELP! We have a 4 month old router that I failed to change the password on. But I can't figure out how someone got access to my ebay and paypal account. We use a password manager, never click on anything ever, and have long complicated passwords. How do I get this resolved? Can I close my Paypal account and end the problem that way--or will they pursue me for the money (nearly $5,000)
