eBay purchase not received despite USPS tracking

I purchased an item on eBay that I did not receive. The USPS tracking said it was delivered. All I know is that I did not receive it, nor did I receive other packages which USPS claimed to have delivered on the same day. I don’t know what USPS did with them. So can I get a refund from PayPal? I entered a dispute & the seller responded that he sent it, which I don’t doubt. But I never received it. Will PayPal refund my money?

That is between you and USPS if tracking is showing delivery of the item to you and its to your correct address.
