When you open a claim and return the item to the seller, does the seller still keep the money and item once PayPal refunds you? Or does PayPal take the money back from the seller once the seller has the item in their possession

If you have won a claim against the seller and returned the item if paypal requested you to do so then the seller has to issue a refund.
If the seller refuses then paypal will do so under their buyer protection policy.
Then normally paypal will put the sellers paypal account into negative until he pays them back again. Normally they have up to 120 days and if not may face account limitations.
Advice is voluntary.
