I have a question I open a dispute with a seller and I want to cancel my order but they don't want to make the cancelation. Then when I open the case the want me to close the case first so the can give my refund. Do I have to close the case or not?

No, do not close your case. Once you close it, you don’t get another chance to reopen it. What you want to do is escalate to a PayPal claim.
How do I escalate a dispute to a claim?
