customer support told me to upgrade to buisness, now im banned.

I was having issues with my money being on hold, so i contacted support, they told me that i can upgrade my paypal accoutn to buisness to minimize the holds, so i did, 2 minutes later i get a message saying i can no longer, send, recieve, or use my credit card ever again on PayPal, why?

You need to contact customer services to resolve any limitation or account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.

Or have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
