charge back on credit card

Hi , i recently lost an " item not delivered" case .

I have proof from the freight company that the tracking number did not relate to my order.

Because i started this case with PayPal , does this now stop me from pursuing this matter with the bank.

Paypal is just a payment processor that gives you 'some' buyer and 'some' seller protection.
So disputes for non receipt of item are mostly automated. Seller provides tracking that shows delivery = seller wins.
So then its your turn to do some work to assist Paypal in recovering your purchase price from your seller.

Firstly ring Paypal customer services and tell them that the number is fake or that the item was shown as shipped before you purchased it. With that information they may well just issue you a refund.

Secondly if they don't then... APPEAL
To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address. THEY DON'T HAVE TO SAY WHICH ADDRESS IT WAS SENT TO, JUST THAT IT WAS NOT DELIVERED TO YOUR ADDRESS.

When you have that, contact PayPal via phone (log on to your account and click contact at the bottom of the page, or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.

You also have the option to contact your card issuer if you funded your Paypal payment that way and see if they will do a chargeback for you?

Thanks for your reply.

I will follow the leads given.

You indicate that i can also request the bank to do a charge back on my credit card that was used in this transaction.

Other advice on this forum seem to indicate that to approach the bank while dealing with PayPal may jeopardize my PayPal claim.

Still confused>

If you don't get any luck with paypal then you go to your bank or card issuer for help after your paypal dispute/claim has been rejected.

You don't do them at the same time.

You stated:  "Seller provides tracking that shows delivery = seller wins."  This is not always the case.  We just received a chargeback from a customer who made a purchase four months ago, claiming an unauthorized purchase. We submitted proof of delivery by FedEx Express, and the invoice and the credit card were a match, verified address, and AVS number. You can search for the customer on the web and see that she has resided at the address for decades and the phone number matches. We were denied and the charge back was final. We were also penalized with a $20 fee. The only reason PayPal gave us was "Other".  We tried calling and the rude representative said she was transferring us to a supervisor. Over an hour wait and we conceded and hung up. We tried live agent and the agent (also rude) simply relayed the standard BS on her cue cards. This PayPal account has been opened for 9 years and never have we received such shabby and non supportive service. We were scammed and PayPal won't even fight for us. Shameful, no wonder their stock has tanked.

I didn't mention disputes for unauthorised OR chargebacks as in your case which would work differently.

HI , just to clarify my outcome.

The seller had a tracking number and PayPal gave me the money back !!

I gave them hard proof of another product being delivered to another address in the same town using the same tracking number.

I got my money back while i waited on the phone to PayPal the next day.

The robot response was definite. Tracking number = no payback.

Robots **bleep**.
