category of payment to a private person

I'd like to buy some audio tubes from private people who insist that I should pay through family&friends instead of goods&services which I'm keen on using -is it safe ? Can I pay through family&friends or does it pose any risk for me if something goes wrong with the transaction ? One Seller claims that his account for goods&services is on hold and wants me to transfer to his wife paypal account, but only through family&friends-is it Kosher and safe ?  If I use such a payment option-could I get a refund if item doesn't arrive,or if I don't get what I paid for or if it arrives defective ? 
I read somewhere that if my account is personal-I can't transfer anything to a business account -is it true ? The other seller wants me to pay through family &friends to his wife business account-is it safe ?

A friends / family (or gift payment) is intended as a transfer of funds from family or friends to one another. For this reason, there is no processing fee when payment is made with bank or PayPal balance.
However as it is a gift payment, there is also no buyer protection as no goods or services should have been exchanged.

If he was not a close mate or family member you should never use that option as it enables the seller to evade paying his Paypal fees and negates your buyer protection at the same time.

You would also not be able to open a dispute (apart from one citing an unauthorised transaction), which would be automatically closed as you did authorise the initial payment.

Be careful as using that option for purchasing goods is against Paypal rules and can lead to account limitation.

My deepest gratitude-I didn't have a clue regarding the implications you mentioned and the lack of buyer protection and It's appreciated-I'll never do anything against Paypal rules .
