case closed but the bank account is not mine

Random amounts were deposited into my account, I naively assumed they were mistaken, sent to me rather than the correct address and therefore allowed the refund process to go on. Meanwhile, a citibank account has been added to my paypal that does not belong to me, they withdrew the random money, leaving the refund to send my account into negative. Paypal has seen this and despite the bank account clearly not being mine, has closed the case. I do not have the option to appeal. Please help.

Uhm, stupid crooks. They left a paper trail. Contact your local law enforcement, tell them what happened, give them the info on your Paypal of the bogus account and they can track down the owner of that account. Find out what kind of information the Police are willing to share and if they would be willing to give you an official report of their findings. If they are willing to give you an official report that clearly shows that there was a scam, charges were laid, that should be proof enough for Paypal to reverse the decision based on the official report and proof. There are other ways to prove your innocence above and beyond their "appeal".
