can't log in

I got an e-mail that told me I had just bought $250 of some Norton anti-virus software, that I needed to contact PayPal if it's fraudulent.  I can't log in to my PayPal account.  When I try to add my phone number so they can 2FA me it doesn't respond to 'add phone number', just sits there.  I just tried again: when I put the cursor on my phone number PayPal tells me it isn't supported.  PayPal wants me to call a phone number, but I have no phone service.  I can't talk on the phone.
