can a seller open a claim with paypal even if the case was won in my favour on ebay?

hi can a seller open a claim on paypal if they lost the case on ebay? and can ebay take money from me after a case as been closed in my favour?

Sellers cannot open PayPal disputes. Only buyers can. The seller can appeal the decision with eBay though (or even take you to small claims at their discretion) and depending on the circumstances and if eBay is feeling a bout of goodwill, may refund the seller too out of pocket.
