‘block’ on my account, transferring money from my bank?

I tried to transfer money from my bank to my PayPal account. There was no button as faq suggested or any info. 
the chatbot got a person to call…..from here, apparently (so thank you!) but I couldn’t do anything as my phone was about to run out of charge. 
The conversation left me confused. 
apparently there’s a block on my account cos I’ve not used it….but I have, 3 times since March. 
Why is there a block? Why doesn’t it say there’s one on my account page? It’s all v v odd!
