adding bank error for withdraw my funds from limited account

Hello sir, my UAE PayPal account was limited many months ago, after 180 days. I receive an email about funds being available for withdrawal so when I try to add a bank. unable to do. I sent multiple texts to support but they have not yet responded, also when I tried to reach a live agent, the bot said no agent was available.
