Hello Dear I would like to thank you for creating PayPal account system of send and receive money easily in this world. It was my first time to open PayPal account for business and it has limited, I don't know why? But, may be just because I confirm it double from my email. If so, I would to say sorry for that I did It was because I am new and now,I am requesting you in humble to see my case so that I can start to use. Thank you for your time. Best regards! Robi18

You can rarely appeal a permanent ban but if you want to try an appeal then contact customer services.
They 'may' pass it to the back office but the chances of the appeal being successful are slim. Paypal state that the decision is not made lightly and once made is usually final.
