how i received account limitation twice? first paypal put my account June 5, 2023 to permanent limitation and cant no longer use means i cant use my account and all i need to do is to wait for 180 days so i can transfer the funds that paypal holds but when im nearly eligible to withdraw my funds this november 27, 2023 paypal put my account again for another permanent limitation but with the same reference id??? hope i got answer from you guys and explain to me clearly

All I can advise is to contact customer services as they are the only folks that can help you.
You can rarely appeal a permanent limitation but if you want to try then I have told you how.

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.
1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a private direct message via Social Media on Facebook, Twitter/X, or Instagram pages.

do you think they liftedthis new limitations if i try to reach them like call cause i ask for cs and they told me back office will work on this and they cant do anything so i think calling or sending message like you suggest is wasting of time theres no changes if i do those things
