account access has been temporarily limited, can't withdraw

Hi I have not been in my paypal account for atleast 6mths I reckon, and I log back in to withdraw some money. I'm trying to link my account but it still wont allow me to withdraw. Then I find this message:
Your account access has been temporarily limited We've received legal demand/order(s) that affect your PayPal account. The order(s) is a legal seizure of property or accounts to satisfy a debt. The order(s) requires us to freeze and/or turn over any money in your account. If you have any questions or need more information about the order(s), please contact the relevant agency(s). Some of your account features will be blocked until this matter has been resolved.
I look to the matter and have no idea what it is going on about?
How do you actually contact Paypal and not a "community", because this feels like a scam and I need to talk with someone. The notice is on their website and was not sent to me as an email...so it can't be a scam? I have no idea why my money and account has been frozen.
