I got a notification "Your account access is permanently limited After a review, we've decided to permanently limit your account due to potential risk. You won't able to conduct any further business using PayPal." But, why do I get this, and how to resolve this issue?

Send PayPal the same message from the email address of your PayPal account to the email address in this link:
https://www.paypal.com/in/webapps/mpp/ua/useragreement-full#disputes-pp
