I got that message in my email and I have not been able to withdraw or access my funds. Please any guide on how to get my money out of the PayPal account, I have waited for far too long for this. Thanks

I'm sorry to hear of the limitation. 

If your account is permanently limited, the balance is held for 180 days. Once this time has passed, an email is sent with steps to withdraw the balance.
