Hello everyone, I think you've probably seen this issue on the forum before.
At PayPal, we value a safe community for our customers to do business. We noticed activity in your account that’s inconsistent with our User Agreement and we no longer offer you PayPal services.
Any bank or credit card information linked to your PayPal account cannot be removed nor can it be used to create a new account. You can still log in and see your account information but you can’t send or receive money. Any money in your balance will be held for 120 days, after which we’ll send you an email with instructions about transferring your money.
So, I encountered it as well. I started figuring out what might be wrong, and a question came to mind: why does a regular person even need PayPal? Especially considering that I've seen even business accounts getting blocked here, judging by the responses.
- A friend sent you money – you might get blocked.
- Family sent you money – you might get blocked.
- You deposited money yourself – you might get blocked.
- Bought an item, returned it, got your money back – you might get blocked.
- Your business started growing, and you started receiving regular payments – here's a kiss from the heavens – you're blocked.

Okay. You contact support – they ask for bank details, link them, verify, write to support. And who greets you there? Artificial intelligence, replying like it’s from 2020 (reminder: it barely existed back then). You call, wait, and guess who answers? Artificial intelligence. Perfect.
But setting all this aside, what do you do about it? Register a new account? And withdraw those funds after 120 days?

I’m from Ukraine, and even the support of the worst services here works 100 times better than PayPal.
A company representative contacted me, and after an hour of correspondence, here’s what I got:
- You will never be told why you were blocked because it might harm other users (feels like I’m asking them for nuclear codes).
- The blocking is done by a program, and then people review the information you’ve provided – that’s almost a direct quote. However, the blocking doesn’t depend on them. Who does it depend on? That’s classified information.
- Funds can only be withdrawn after 120 days.
- When I asked, "Can I create a new account? Will you block it too?" the response was, "You can try."
Summing it all up, my verdict is as follows:
If someone sends you money, there’s a chance you’ll be blocked. It doesn’t matter who – your mom, uncle, friend, spouse, client, buyer, or even if you’re withdrawing crypto. You can be blocked for any reason, and not even the user agreement mentions why. You’re just blocked.
The company’s policy seems to be to send people far away (you know where) while activating "fridge mode" to the max. Everywhere are bots pretending to be humans and humans acting like bots.
I’ll try to create a new account, deposit some money, and use it only to get 5% cashback on gas. If you have any other ideas, let me know, because I have no desire to use this platform. But in my case, 5% is about $400, and that’s not something I’d turn down.

If you are using your account to sell something which it looks like you are from your first post then that is why you have been banned.
Paypal account holders in the Ukraine can now receive payments with the recent change of policy, but they are restricted to receiving only friends/family payments as per link.

You still can't do commercial transactions and receive goods/services payments.
Advice is voluntary.
