Wrong shipping address by selling a used item

I have agreed with a buyer on a local marketplace to sell some used thing for less than 100 Euro and he sent me the payment over paypal.
By preparing the shipping label I have found out that the agreed shipping address is different from what is written in the transaction details. It is even in another country. I wrote the buyer back, but he never responded.
If I just refund the money I will lose at least the transaction fee. I would like to cancel the transaction without losses and also report this transaction.
Is there a way to do this?
