Within 180 days for dispute

Hello. I Placed an order on 3/24/23 from out of State. 1/2 the payment. When contacting the port to find out the cost I needed to pay it was going to be around 1k 😳 so I contacted the buyer on 4/6/2023 . To advise that I was not going to be able to pay 1k at the Port to claim the iems and that I needed to cancel the transaction. the buyer instead refuse for a refund and gave me a couple of options and places to check to see if I could find a cheaper way for the items to be shipped. As of today 9/14/2023 I have yet to find a good deal on shipping. I tried to place a dispute via PayPal today since I have until the 20th of this month and for some reason after providing PayPal with document, prices,quantity ect ect fo rd the items once I click "CONTINUE " fto finalize with the dispute it just get stuck in the same page I had try refreshing the page to redo everything and still doesn't let me finalize the request. Does anyone knows what to do in this case since I am running out of time???

Welcome! Thank you for visiting PayPal's Community Forum. I'm sorry to hear a recent transaction hasn't gone quite as you had expected. Normally, the recipient is responsible for paying the receiving country’s Custom's / Port fees or taxes. If you would like a refund, I would recommend reaching out to the seller first. They may be able to contact the shipping company and request their item be shipped back to them since it sounds like it's waiting in Customs / Port Authority. Ultimately, it's normally up to the seller if they would like to offer a refund in this situation.
