Paypal is country specific so as you have an Indian registered account then you can use it in India but have to do as per link to receive funds.
To receive Paypal payments in your country read the below link.

If you have been permanently banned then you can no longer use Paypal or a Paypal account.

Most common reasons for an account limitation are:-
1. You have a previously limited account (temporary or permanent) and you have tried to open a new account and not resolved the issues with the other account first.
2. Using a VPN.
3. Not living in the country where you opened your Paypal account.
4. Being under 18 / minor account.
5. Having 2 Paypal accounts or more of the same account type.
6. Not having your legal name on your Paypal account.
7. Selling items (often virtual or digital) that Paypal consider a high risk of disputes/chargebacks.
8. Using the friends/family option for sales transactions to try and evade Paypal fees and risk of disputes.
9. Too many disputes/claims.
10. Violating their acceptable use policy as per link.

Normally you can't appeal a permanent limitation however if its none of the above reasons then you could try and contact customer services to appeal?
Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.
1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a private direct message via Social Media on Facebook, Twitter/X, or Instagram pages.

Hello @Zohe and @kernowlass,
Thanks for joining the Community, @Zohe, and we appreciate all of your responses, @kernowlass!
I understand you'd like to keep using PayPal, @Zohe, even though you've been advised your account is permanently limited. I apologize for the inconvenience this has caused, but it is not permissible to make a new PayPal account to circumvent the decision. Any new PayPal account created would also be limited. If you would like to request a second opinion regarding your limitation, feel free to reach out to Customer Support here. However, most permanent limitations cannot be overturned.
Thank you for your understanding, and I hope you have a lovely week.

Run! Don't walk. Run away from these crooks as fast as possible. They'll just lock up your money and give it back after they've made some interest on it. Best of all, they do it with ZERO reasoning. They apparently just enjoy harming sellers.
