HONG KONG SOOUYA TECHNOLOGY LIMITED - Has any action been taken by PayPal to permanently suspend this customer's business account?

I mean, just looking through the internet I saw over 38,000 complaints about this one particular company and PayPal was named in a fair majority of them.

Since I was informed from several agents that PayPal usually investigates fraudulent claims from vendors after just a few instances (3 or 4), I'm wondering how they could POSSIBLY be this negligent (at best); or complicit (at worst) to allow this go on for at least the last 3 years? This was as far back as I researched, but I wonder if I could have gone even further back and found more.

Now those same several PayPal agents told me that they can only go by the number of cases of fraud filed against a particular vendor in order to act on said claims; so if there are no cases filed there's nothing that can be done.

So I guess my question to the PayPal Powers that be is this:  If this company, HONG KONG SOOUYA TECHNOLOGY LIMITED, has had WELL over a thousand complaints.  And this has been going on for at least 10 years...are you trying to tell me that there are less than TEN people in the United States who have put in a fraud case against these guys to get their money back?  I mean, they robbed me of about $600.00.  And folks who lose that amount of money DON'T want that back??????

If someone ESPECIALLY a representative from Paypal has an answer, I'd LOVE to hear it.

There are sellers on Ebay with hundreds of negative feedbacks but because they have thousands of positive feedback they can continue.

Same with these companies they may have thousands of complaint but tens of thousands of good transactions.

So paypal give us all 'some' buyer protection and its up to us to risk assess our transactions.

Personally I wouldn't touch these Social Media firms as its mostly tat from China but some folks like them, you only here the complaints on here and reviews etc.
