Why does my claim say it will be closed on the 15th if its not closed until the 16th?

Are you talking about a dispute or claim?
If its a claim then normally its only closed when paypal have made a decision and either refunded you or passed the funds on to the seller.

It is a claim. The details said if they haven't heard from the seller by the 15th, I'd get a full refund. Here it is the 15th, no response from the seller, and now I have to wait another day for my refund. I don't mind waiting, but the 16th is never mentioned in any email or anything else I've received

Normally allow 48 hours after the 'end' date for any refund to be processed / decision made.
