Why does PayPal’s dispute process have no transparency?

My kid was victimized by a scammer. When she realized he was a scammer she stopped communicating with him. He retaliated by harassing her on social media and filing a false complaint with PayPal. They took the scammer’s side and are now trying to claw $450 from my kid’s account.

Hard to advise when you have given 0 details on the scam or transaction type or funding source or payment transfer option used !!
Paypals dispute process has terms and conditions that are transparently written on that dispute policy.
Advice is voluntary.
