Why do i have limited access? limited account,verified

Hello!
I am having a problem with account limitations.
I have completed all the required tabs and it still says that "Your account access is temporarily limited"
But i completed everything it asked and when i go to the next page it says that They will be back with me in a few business days but its been more than a year now since i did all this and still nothing happenned.
Why is that?

You need to contact customer services to resolve any limitation or account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.
Or have you considered contacting Customer Service via Facebook or Twitter?
