Why do I have a charge for Microsoft when I don't have a Microsoft account

I have a charge for Microsoft for 16.?? but I don't have an Xbox account how do I get this charge off of my account and funds credited back in my account?

Click on the transaction and report it as unauthorised if that is what it is?
