At first I thoguht this was phishing, but it appears to be legitimate.
When checking my account, it says:
You’ve chosen not to receive any marketing messages from PayPal, but we’ll still send you required account updates. Check the boxes above to change your preferences.
This is happening to me as well - I Contacted and Spoke to one of the PayPal reps on 3/9/22 - I have NO NOTIFICATIONS set for ANY Marketing of ANY KIND - They Acknowledged and said I WOULD NOT GET ANY MORE - And did something on Their end SUPPOSEDLY to ensure this - Yet -I received another one TODAY - This is something to take up with legal authorities - class action-wise.
