Why did PayPal close my case in favour of the seller without information?

I still haven’t received my order and PayPal has closed the case in favour of the seller with no information, when I try to dispute this it doesn’t give me the option to say I haven’t received the order. The seller is clearly a scammer, why are PayPal protecting them and not me?

Did you open a paypal dispute?
Which dispute type did you open?
Did the seller provide a tracking number?
Did you escalate to a claim within 20 days of opening the dispute or has it auto-closed?
