Why can't I use PayPal anymore for no reason?

Please I have a PayPal account that is not too old. I am trying to make payment online through PayPal with my card but when directed through PayPal, it shows "you can't use PayPal anymore". There is no former transaction with it before to think that fraud had been initiated with the account before. I am interested in the card I linked to it because of an annual subscription I did on the card. I am using the card to buy items directly but PayPal use seems to favor me more. How do I sort the problem out with them please as writing them message is impossible.

it looks like a permanent restricted account.

if you are having trouble reaching paypal, you can do so on twitter and facebook.

paypal is present on both. all you have to do is "send a private message"
