What to do if I sent the wrong payment amount and the recipient isn't responding?

I already filed a dispute but can't find the option to raise to a claim when viewing the case in the Resolution Center. I used f&f so I'm not sure.

This might not end well.
You’re basically at the mercy and better nature of the recipient to refund you.
Have to be careful when sending f&f because a) it’s a gift payment b) there’s no buyer protection on f&f and can only file unauthorized activity (no escalation option, PayPal just investigates if it was unauthorized payment or not) which is not what happened so you may be denied a refund and c) PayPal gives you a chance review payment info to ensure it’s correct before finalizing it.
If you did get the option to report a billing or processing error, it’s not a processing error if it’s:
- Your errors in making a transaction (for example, mistyping an amount of money that you are sending).
