What if a seller refuses to ship an item, then ships the wrong item?

How many times can I open a dispute on an item?

 

It's been over a week since my payment cleared and I haven't heard back from the seller. Am I allowed to open two disputes? One for non-shipment, then if they do respond ship it, but it's the wrong item on accident or purpose, am I allowed to open another dispute for wrong item?
