If we file a dispute for uncompleted online work that has dragged on for months, what happens if the seller simply closes their PayPal account?

If you escalate to a claim and 'win' and the seller refuses a refund then Paypal will reimburse you under their buyer protection policy, that is only if you win though.
Also you can't close an account with an ongoing dispute in progress. That doesn't mean paypal can force a seller to refund, if nothing in his balance then all they can do is refund you themselves and put his account into negative until he pays them back again.
Advice is voluntary.
Kudos / Solution appreciated.
