What happens after PayPal initiates a refund

PayPal decided that a dispute case is in my favor and initiated a full refund (the refund is initiated but not yet completed) My question is, is the refund guaranteed in this case, or can the seller just ignore the refund? Another question would be, if the seller decided to ignore the refund, will PayPal help me to suit the seller by providing information that I can use to reach out to them? I am asking because the seller is just ghosted and doesn't answer my messages anymore

If you WON a claim then if the seller refuses to refund paypal will do so under their buyer protection policy.
They will then chase the seller to pay them back again.
Advice is voluntary.
