I understand your concern about the limitations in your account. Usually, we ask you to complete some steps or provide some information to remove your account limitation. You can complete the steps in the resolution center or by clicking the notifications tab of your PayPal account. Once you submit the information, it may take 5-7 business days to review and update you the details of the limitations.
