Verification issues

My PayPal account can not verify it’s me for request of a cash card. How do I get confirmed. I have the correct phone number and my profile is set up all of the way but it still says it can not confirm it’s me.

I just tried to get on the website to upload my documents so that my PayPal card can be activated and I can’t seem to find the link to go to the documents page so that I can upload my information

Do you see anywhere to upload it in our Resolution Center?
