Vendor wants dispute cancelled before issuing refund

I have a dispute with a vendor. They now say they will not ship the product and will refund my money but want me to cancel the dispute before they pay me. They claim the complaint makes it difficult to refund the money. Is this normal? I am suspicious, since they wouldn't talk to me before the complaint. 

 

The vendor advertises as Coruzz but is Best Limited in the PayPal transactions.

If you had to close a case to get a refund then it would be pointless opening one.
NEVER close a dispute / claim until you have a refund.
If the seller issued a refund then that would close the dispute automatically.
If he doesn't escalate to a claim.
Do not close it or he can ignore you and you can't open a second dispute OR re-open a closed one.


Advice is voluntary.

That was my feeling as well but wasn't sure as I don't often have a dispute.  I've a couple days before it automatically closes so depending on the next reply I will probably have to escalate.
