Unwarranted Limitation - Stuck on providing Answer

Dear PP Community,
I tried to send 125.00 to a friend via my Account, and got a request for the recipient's DOB, which was provided. Afterwards, a new request emerged for the DOB of the "thank you" message I sent to the recipient with the payment (mind you, it was in Spanish), and it seems PP service staff is still unable to disentangle the situation. I hesitantly sent the recipient's drivers license to get it resolved, and again the Limitations department comes back asking DOB of the Message in the payment! I feel a little frustrated about the current status, though it seems it's a language issue with the staff looking at this.
Is there anyone I can reach out to, to solve?
