Unreceived goods and unable to use resolution centre

Hi, I purchased a bed which was delivered without the slats and I won't to open a case about this as I am still waiting after 3 weeks and not getting anywhere with the company. Paypals contract states to open a case if ant issues bur when I try to I get a message that the item is ineligible for resolution.
