I'm a new seller that uses Paypal since July of 2023, made around ~32-40 transaction on the app and I just got unjust refund issued by paypal as a seller. I'm using paypal as way to transaction in Etsy. A buyer brought one of my account and after changing the password and email, they issued a refund; saying they did'nt make the purchase. I disputed it giving the invoice, their receipt, the conversation in Etsy where they were saying they received it and changed the account information. The account is being played even right now, where they were online in the game ( which I sent it to the additional information), yet I lost the case and could not appeal to it, I did not receive anything on what the buyer said nor provided, Paypal simply stated to be providing insuffient data.
Is it not possible to be a seller in Paypal if they simply unwilling to take us seriously and at the very least look into our case? Not to mention they issued a full refund to them and they're asking us to pay with the 20$ tax they took from the original payment.

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.
1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a private direct message via Social Media on Facebook, Twitter/X, or Instagram pages.

You need to read up on the extra requirements needed to prove delivery of a virtual or digital service to a buyer.
Paypal does not accept 'conversations' between you both as proof so you need to read up on which proof they will accept.
Paypals customers are both buyers and sellers and they are the middleman and make judgement calls. Someone is always going to be unhappy with the verdict as paypal can't please both parties.

I apologise if my question made it confusing but incase you were confused, I gave Paypal everything they requested, the invoice, order receipt from both the website and from PayPal. Those conversations are given as additional information

Sorry you didn't understand my answer and it was confusing.
What you gave paypal and what paypal required as proof were 2 entirely different entities.
Suggest you do as advised and go and read up on paypals seller protection policy. If you had met the criteria of seller protection then you would have won the dispute, as you didn't win then the ''proof'' you provided was not what was required.

That is very informative. however, there is no such information provided by Paypal during the dispute. We were asked to provide proof of payment as in proof of delivery and any other additional information which was optional.

Proof of delivery for digital products also included screen shots and/or documentations that show buyer using or utilizing the product. Which was given

As I said if you had provided all the information required by seller protection you would have won, you didn't.

I did as I was asked, I can provided screenshots of proof of fulfilment I have given to paypal and yet it did not happen as it should, which is why I made this post on the community. I appreciate on you taking your time with me

Thanks, for some reason the appeal button was'nt available to me but I'm able to get through from customer service. They are appeal as I write this. Appreciate the patience and tip!
